There are also several provincial heraldic commissions which are governmental agencies as well. Informally (and in some aspects formally) they are depending on the federal Council. Michael Y. Medvedev is a member of the Council since its creation and formerly was also its employed expert, a position which was abolished several years ago.

his current position is that of a member of the Council.
Formerly he was also a kind of a "resident expert" specifically designated to produce expertises for the Council but this position is obsolete,
although de facto he is still doing the same.......

It was a pleasure to receive your request.
However the situation is complicated.
There are the Federal heraldic authority in Russia
(the Heraldry Council) as well as several provincial
commissions but all of them temporarily (!) do not
deal with foreigners' arms.
There is an alternative option of a respectable
private registration with the Guild of Heraldic
Artists of Russia; the Guild's attention is also
concentrated on Russian heraldry (broadly, or
post-imperially, understood) but currently it starts
keeping a record of "guest coats of arms" (that is,
"Russified" arms of non-Russian armigers, edited
as if the armigers wish to bear them in Russia).
The Russian heraldic system is relatively
restrictive in many aspects.
For example, certain kinds of heraldic helmets
are reserved for nobles in Russia, although the
same helmets are widely borne by commoners
in various European countries.
